West end affordable housing plan
2026
Project Overview
The resident leaders of weCollab have partnered with Cornerstone CDC to commission PGAV Planners to conduct an Affordable Housing Plan for the West End and Visitation Park neighborhoods. The plan is rooted in the weCollab community’s vision for a neighborhood that prevents the displacement of long-time residents, older adults, and families living in poverty; expands opportunities for homeownership and quality, affordable housing; and supports housing values, incomes, educational achievement, safety, and overall well-being that are comparable to or better than neighborhoods south of Delmar.
Building on existing planning efforts, housing and market data, and community input, the plan will give residents and leaders a clear understanding of current housing gaps and opportunities for future investment.
The final report will be a key tool in our fight against displacement.

The final report will identify the funding resources, programs, partnerships, and strategies needed to preserve existing affordability, support new affordable housing, and overcome barriers to development. It will also identify opportunities for a range of housing types, including single-family infill and small multifamily development, while balancing development feasibility with the community’s vision for the neighborhood
